Delaware court rules police names are public record

"The state Department of Justice ruled Friday that Wilmington violated Delaware’s Freedom of Information Act when it excluded police officers’ names from salary data released to The News Journal in April.

The decision struck down the city’s argument that the state’s Law-Enforcement Officers’ Bill of Rights precluded the release of the names and upheld long-standing precedent that public employees’ have no right of privacy in regard to salaries."
