Quinn on Monday scaled back House Bill 5154, which sought to exempt
evaluations of all state public employees, to only exempt state and
local law enforcement. He said in his Monday veto message that the bill
goes too far, and that the new and improved Illinois Freedom of
Information Act that took effect Jan. 1 needs "time to work without
significant amendments.""
